Bill Bohn
Bill Bohn is the founder and CEO of Community Resilience Consulting, LLC (CRC) in Lynchburg, Virginia. After more than twenty years of experience in the consulting world, he started CRC in 2023 to help communities identify and reduce their risk and build resilience.
For more than 20 years, he has supported communities and projects around the world with hazard and climate change risk assessments, including hazard mitigation and climate adaptation plans in the U.S. He has supported U.S. Agency for International Development (USAID), Millenium Challenge Corporation (MCC), World Bank, and Inter-American Development Bank conducting hazard risk assessments and developing adaptation plans and strategies in Africa, Asia, Caribbean, Middle East, North America, and South America. His other work includes GIS modeling and mapping, grant writing, and training and capacity building for local, State, federal, tribal, international, and private clients.
Bill holds a Bachelor of Science degree in Aerospace and Ocean Engineering from Virginia Tech and a Master of Science degree in Geographic and Cartographic Sciences from George Mason University. He is a Hazus expert and is authorized to teach all FEMA Hazus courses at the Emergency Management Institute.
Hailey B.
Hailey B. is a GIS Data Analyst with a background in statistics and data science. She supports hazard mitigation planning projects by conducting data collection, GIS processing, and analytical tasks.
Her work includes preparing and integrating building footprint, parcel, and critical facility datasets for use in risk assessments; developing flood depth grids from FEMA floodplain data and elevation models; and running models to estimate potential economic and social impacts from various natural hazards. She has contributed to planning efforts for communities of different sizes, assisting with the production of maps, datasets, and technical documentation related to hazards such as flooding, wildfire, hurricanes, landslides, winter storms, and extreme heat.
She holds a Bachelor of Science degree in Statistics and Data Science from the University of Lynchburg. Her senior capstone project, A Statistical Analysis of Worldwide Air Quality, focused on global air quality patterns and related statistical methods.
Ellen Graap Loth, CPEA, CHMM
Ellen brings more than 30 years of experience in the environmental industry to her role as a Senior Consultant with CRC. She is dedicated to supporting communities in their efforts to build resilience to natural hazards by employing the best tools and methods to characterize and manage risk. She works with a team of professionals to deliver risk and vulnerability analysis and to identify actionable hazard mitigation strategies.
Her work has allowed her to engage with clients working in a wide variety of geographic and operational settings, including most of the United States, as well as in Canada, Europe, the Caribbean, Latin America, West Africa, and Southeast Asia, where she conducted sustainable infrastructure assessments, performed environmental impact analysis, developed environmental protocols, and audited regulatory compliance. Ellen has managed and collaborated on projects for the U.S. Department of Defense, the U.S. Department of Agriculture, Millennium Challenge Corporation, as well as state and municipal agencies, private sector companies, and nonprofit organizations. She utilizes her background in compliance and her training as a professional environmental auditor to enable her clients to maintain productivity while operating in accordance with technical standards and regulatory requirements and meeting their environmental stewardship commitments.
Ellen holds a Bachelor of Science degree in Natural Resources from Cornell University and a Master of Natural Resources degree from Virginia Tech.
Caroline Taylor
Caroline is a research and project coordination professional with three years of experience in international development, climate change adaptation, and natural resource management. She is committed to leveraging research, GIS, and project coordination skills to drive impactful, community-centered solutions in environmental and climate resilience.
Her work includes supporting hazard mitigation planning efforts and developing GIS data to support risk assessment modeling. Before coming to CRC, she supported USAID with the Famine Early Warning System Network developing data visualization products, facilitating a streamlined approach to collaboration, and developing materials meeting 508 compliance and USAID guidelines for mapping and spatial analysis products. She also supported USAID with climate adaptation research support for West Africa focused on Locally-Led Adaptation strategies for coastal resource and small-scale fisheries management.
Caroline holds a Bachelor of Arts degree in Environmental Science and Police and Latin American Studies from the College of William and Mary and a Master of Science degree in Environmental Science and Policy from Johns Hopkins University. Additionally, Caroline has a GIS Certificate from Johns Hopkins University.
